Police say Jemison crashed the car on the 31st Street Bridge. They claim Hall tried to run away from police, but was apprehended.
The car finally crashed at the 31st Street Bridge off Route 28 in Pittsburgh and the passenger, who police identified as Hall, gave up after a short foot chase.
