VENTNOR — In a move that could create greater efficiency in City Hall, city commissioners took the first steps Thursday in consolidating the city’s Zoning and Planning boards.

Matthew Guy has reversed a controversial zoning decision at Ventnor on Phillip Island. Mr Guy says he listened to the community and the council and angrily denied it was a policy back flip.
