Pulasan was expected to make landfall near the Chinese financial hub by Friday morning. Forecasters warned of potential floods and landslides.

Due to the influence of the outer cloud bands of Tropical Storm Pulasan there is a chance of sudden downpours on Thursday (Sept. 19) and continued rain into the weekend. Forecaster Wu Sheng-yu (吳聖宇) said Pulasan will pass quickly over the East China Sea during the day and is expected to make landfall along China's coast by the evening.

Tropical storm Pulasan entered the Philippine area of responsibility (PAR) at 6:30 p.m. on Tuesday and was assigned the local name Helen, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
