LETCHER CO., Ky. (WYMT) - A former Eastern Kentucky sheriff accused of murdering a judge returned to court on Monday. Shawn “Mickey” Stines was indicted last week in the murder of District Judge Kevin Mullins. The former Letcher County sheriff entered a not-guilty plea and the judge did not consider bond.
