MOSCOW (Reuters) - Russia will announce who is attending proposed peace talks in Turkey on ending the war in Ukraine when President Vladimir Putin sees fit to, the Kremlin said on Tuesday, declining to say at this stage whether or not Putin will attend himself.

Ukraine’s President Volodymyr Zelensky raised the stakes ahead of a potential meeting with Vladimir Putin in Turkey by saying he wouldn’t hold talks with any Russian representative other than the president himself.
