According to Wiki, there are at least 13 active lighthouses in the U.S. And all are automated. Originally, all lighthouses were managed by the U.S. Coast Guard, but with new technology, lighthouses are no longer critical to navigation. As a result, the USCG is selling them off to the National Park Service and other historical or municipal groups. Of the ones now managed outside of the USCG, it is not clear how many are in use other than for tours. It seems that the only one still staffed as a working light is the Boston Light, and even that one is merely an historical "show piece." Regarding the Grays light, "In 2004, under the National Historic Lighthouse Preservation Act of 2000, ownership was transferred to the Westport-South Beach Historical Society, which conducts regular tours." Though the Grays light still functions, it is no longer in use for navigation.

Yes. You can walk all around the exterior of the lighthouse and get wonderful pictures even if the lighthouse is not open for climbing tours. I did not see any signs forbidding animals …

Yes. You can walk all around the exterior of the lighthouse and get wonderful pictures even if the lighthouse is not open for climbing tours. I did not see any signs forbidding animals from being on the property so I think a dog walking around would be fine.
